Dr Rebecca Harding is a well-known trade expert and a sought-after business speaker. In addition she is also a specialist in digital and sustainable trade and supply chains. In March 2025, Rebecca was appointed CEO of the Centre for Economic Security (CES), where she leads pioneering research into economic threats, supply chain resilience and the weaponisation of trade. Rebecca’s background includes a BA in Economics with German from Sussex University and a doctorate in Technology and HR. This gives her knowledge from different areas that helps with her business and advice work.
In 2022, Rebecca was awarded the prestigious “Net Zero Entrepreneur of the Year” at the Scale Up Group’s Enterprise Awards, recognising her leadership in sustainable trade and environmental innovation. Her work on the UK’s Electronic Documents Trade Act has driven the adoption of paperless trade. In addition her “regulatory paradox” framework has spurred the creation of ITFA’s cross-industry ESG Working Group to standardise sustainability reporting.
Rebecca’s co-authored books, The Weaponization of Trade: The Great Unbalancing of Policy and Economics and Gaming Trade: Win-Win Strategies for the Digital Era, have defined trade-based geostrategy in the digital era. Her upcoming book, The World at (Economic) War? From economic warfare to economic security, is set for release later in 2025.
She has authored several other books covering a range of themes including the German economy, global innovation policy, SME financing, and venture capital. Rebecca regularly contributes to Deutsche Bank’s Flow Magazine.
Her policy contributions include providing the business case for the UK’s Electronic Documents Trade Act and developing the “regulatory paradox” framework. This has driven industry-wide efforts to standardise ESG reporting through ITFA’s ESG Working Group.
Rebecca is a frequent commentator on BBC Television and Radio, Sky News, CNBC, and Times Radio. Her citations in major broadsheets, establish her as a leading voice in trade and economics.
